The COVID-19 crisis demonstrates the ability of the human species to adapt extremely quickly to adverse situations. For example, they apply prior knowledge, develop plausible hypotheses, and create very powerful infrastructures to deliver vaccines to millions of people with almost no hiccups; all in very short intervals to avoid enormous mortality and morbidity. This pandemic is also rich in paradoxes typical of human behavior: While we feed and transmit the virus, we resist sharing data about its impact on us; while the virus circulates freely in the air, we emphasize administrative boundaries; while partial interests prevail over solidarity, partial solutions compete with each other, making a global vision difficult. Collaboration against ignorance-individual and collective-is an indispensable stance in the face of any crisis, and also in the face of the sustainability of health care with universal insurance. Sharing data along with the algorithms that relate it is the best way to find solutions to our health problems. It is not possible to lower our guard in terms of what is happening, nor in generating new knowledge and new science from the new observation. Nor can corrective action be postponed until irreversible evidence with unacceptable morbidity and mortality is available.
The Recovery, Transformation, and Resilience Plan proposes to allocate more than 15,000 million euros to health, science, and knowledge through 2 of the 4 axes and 4 of the 10 lever policies. There is an urgent need to combine imagination, opportunity, will and transparency to make healthy use of these opportunities. Create creative and driving conditions for new projects that transform existing IT infrastructures while contributing to health system sustainability from identified health outcomes. Contribute to the rebuilding, transformation, and resilience plan while increasing internal efficiencies across the national health system.
